Different rules apply to federal court criminal prosecutions.  For example, federal cases can start with an arrest and a criminal complaint, but then usually proceed to a grand jury investigation and indictment.  During the grand jury investigation, representation by counsel is very important.  Your counsel can negotiate with the United States Attorney in charge of the case (the prosecutor) to avoid your appearance before a grand jury, to arrange for evidence sought by the grand jury to be turned over in a cooperative fashion, and to try and resolve the charges by agreement that will save you exposure to more serious offenses, and will save you some of the cost of defending yourself.  If charges are filed by a grand jury, then your attorney can surrender you to the court for a bond hearing, and reach an agreement with the prosecutor on bond.
